AB 104 Grade Change Notification

On July 1, 2021, Governor Gavin Newsom signed Assembly Bill (AB) 104, which provides significant opportunities for all students, but particularly for high school students. High school students may request that a letter grade from the 2020-2021 school year be changed to a Pass or No Pass grade.

AB 104 requires schools and districts to grant a request from a high school student to change a letter grade to a Pass or No Pass grade for a course during the 2020-2021 school year, without input from the student’s teacher. (Ed. Code, § 49066.5, added by AB 104.) The number or type of courses eligible for this transcript adjustment cannot be limited by the school or district, and the grade change cannot negatively impact a student’s grade point average. The bill also requires the California State University (CSU) and requests the University of California (UC) and private colleges to accept Pass or No Pass grades on a student’s transcript for those courses taken during the 2020–2021 school year. It is important to note, however, that some postsecondary educational institutions, including those in other states, may not accept a Pass or No Pass grade instead of a letter grade for admission purposes.

For the 2020–2021 through 2023–2024 school year, the following postsecondary institutions that will accept, for admission purposes, a transcript with a Pass or No Pass grade instead of a letter grade for an applicant pursuant to Education Code Section 49066.5(b).

El 1 de julio de 2021, el gobernador Gavin Newsom firmó el Proyecto de Ley de la Asamblea (AB) 104, que brinda oportunidades significativas para todos los estudiantes, pero particularmente para los estudiantes de preparatoria. Los estudiantes de preparatoria pueden solicitar que su calificación de letra recibida del año escolar 2020-2021 sea reemplazada por una calificación de Aprobado o No Aprobado.

AB 104 requiere que las escuelas y los distritos otorguen una solicitud de un estudiante de preparatoria para cambiar una calificación de letra a una calificación de Aprobado o No Aprobado para un curso durante el año escolar 2020-2021, sin la participación del maestro del estudiante. (Código de Educación, § 49066.5, agregado por AB 104.) La escuela o el distrito no puede limitar la cantidad o tipo de cursos elegibles para este ajuste de expediente académico, y el cambio de calificación no puede afectar negativamente el promedio de calificaciones de un estudiante. El proyecto de ley también requiere que la Universidad Estatal de California (CSU) y la Universidad de California (UC) y las universidades privadas acepten estas calificaciones de Aprobado o No Aprobado en el expediente académico de un estudiante para los cursos tomados durante el año escolar 2020-2021. Sin embargo, es importante tener en cuenta que algunas instituciones educativas postsecundarias, incluidas las de otros estados, pueden no aceptar una calificación de Aprobado o No Aprobado en lugar de una calificación de letra para fines de admisión.
