The 2019 Health Education Curriculum Framework for California Public Schools, Kindergarten through Grade Twelve (Health Education Framework) is a guidance document that districts may use when developing health education programs for students. However, since the 2019-2020 school year has been in session, the district has recognized a growing need to provide support to transgender students, their parents/guardians, and school staff. Yes. In 2016, secondary health education teachers went to a 1-day training hosted by the Ventura County Office of Education on the Positive Prevention Plus (PPP) curriculum. Although teachers did attend the training, they were directed to simply review the materials but not implement any of the PPP curriculum.

Teachers and Instructional Services Directors will meet during the Fall semester to review the District’s currently adopted curriculum and identify any instructional areas that are not currently addressed as per the CHYA. Teachers will identify supplemental materials to meet the new instructional requirements. Those materials will be proposed to the District’s Family Life Committee (FLC). If approved by the FLC, those items will be shared with the community and the Board of Education as a presentation. CVUSD staff will then host preview events for families and community members to examine the proposed materials. Materials would come before the Board of Education three times, first to present the changes, second for discussion, and third for a potential final vote.

In November of 2016, Instructional Services Department attained the Positive Prevention Plus (PPP) curriculum binders and met with Health Education staff to review the contents of the program. This review was intended to address two questions:
1) Does the PPP curriculum meet the requirements of AB 329 and the CA. Healthy Youth Act?
2) Does the PPP curriculum meet the needs of our students, staff, and community?

The directive in November of 2016, which continues today, was that teachers are not to implement any of the PPP curriculum until staff has fully vetted our current curriculum, and the Board of Education takes action. PPP is one of several curricular programs that our District will most likely review as we work to update our curriculum. Please note that no changes have been made to the Health curriculum for grade 9, the Family Life Unit in grade 7, nor the Human Growth and Development curriculum for grades four through six which have all been in place since June 28, 2005.
